this notice just up on Photoshop News:

"Adobe has updated the Camera Raw product home
page to mention Camera Raw version 3.2 but the
download links are not yet connected."

The file isn't there anymore. Looks like they've been rearranging the FTP site. The PC directory doesn't exist: it's "win" now. There's a 3.x subdirectory for the camera raw directory, but only 3.1 is there -- no 3.2.
