When rulers are set to centimeters or millimeters, PSE3 is not converting resolution correctly. This is causing a warning to appear in the Print Dialog which indicates the image is of too low resolution, when, in fact, the image may be over 220 ppi.
The warning is benign. If you want to suppress the warning, you simply have to change the unit of measurement for your rulers back to inches (control-R, right click on ruler, choose inches or go to prefs). However, you can also just ignore the warning and print without any loss of quality.
